Trouble selecting and moving an obstacle around the map. The trick is to tap on the obstacle you want to move, hold for a half second then drag it around the map to the new spot you want it to be.

The reason for this is that there are two actions (pan the course ie scroll and move an obstacle) that use the same motion (tap and drag). To differentiate between the two you have to tap and hold for a half second to move an obstacle versus tap and drag immediately to pan (scroll) the course map.
